Project description: Improvement of road transport infrastructure performance,
capacity, technical enhancement and digital transition.
Activities: Working on project of the World Bank for Transport Infrastructure
Administrations in development of: IT Strategy, IT implementation and investment
Plan, Conceptual data model development and integration of data from current and
envisaged systems, ToR for Enterprise GIS system and EU INSPIRE directive
implementation, Enterprise Technology Architecture.
Road Infrastructure Agency – RIA IT Strategy Development
Main responsibility in identifying and assessment of the business operations of
various Directorates in the Agency and IT Systems in support of business operations including: Identifying current technology implementations, applications
and systems; Analysis on current status and recommendations for improvements in
IT Systems agile enough and flexible to continuously support successful
operations; Assess IT architecture and propose interoperability between systems in
various Directorates by recognizing value of data sharing, integration,
standardization and application communication; Analyze current IT management
environment, identifying current status of skills, competences and staffing.
IT Plan Development
Active as part of the team for development of IT Plan for 5 year period allied with
Business plan and targets.
Main responsibilities in: Business process analysis and RACI models; Analytics on
RIA Applications and IT systems and assessment of Business Core IT Systems;
Investment planning for technology and nontechnology components and Action
plan for implementation; Outlining interoperability and standards for data
integration and data sharing between RIA stakeholders internally and with external
partners; Assessment of IT staff, skills, and experience for development list of
recommendations for the new IT Directorate, updates of job titles and job
descriptions, and redistribution of staff into different IT functional areas.
Technical Specification for Implementation of Enterprise GIS for Road Agency
Main responsibility in Analytics on RIA Processes for development of RIA
Enterprise GIS System; Design of Enterprise GIS systems, proposing Terms of
Reference for the Design of the Enterprise GIS System with adequate GIS
Software Tools and GIS Specific Applications, Training and Deployment;; Providing
consultancy services and support in developing EU funds application for
implementation of GIS technology; Develop Technical specifications on GIS,
INSPIRE and Geoportal development. Also, analysis on dataset and harmonization
with INSPIRE datasets, including all up to date information related to the sector.
Technical specification for Implementation of EU INSPIRE Directive in RIA
Main responsibility in: Revision of current GIS database in RIA and Road Data
model according to INSPIRE Directive and proposing steps for adaptation;
Recommending INSPIRE relevant data and services for immediate and potential
development in RIA; Advising on development Geoportal for INSPIRE as a
gateway for integration of data and services into the national Geoportal for
INSPIRE as well as for external public; Standardizing and interoperability of RIA
data on Road and environment and Geoportal development contributing in building
Infrastructure for Spatial Information in EU; Development of complete ToR for
INSPIRE implementation.
