Project Description: The Municipal council is the highest governing body of a
municipality. The council is a representative organ of the citizens, which makes
decisions within the framework of the competencies of the municipality. Members
of the council are responsible for the decision-making process and activities such
as defining and determining of issues that should be resolved; proposals and
solutions; reviewing and adoption of regulations and measures.
The Council adopts the municipal budget and the annual balance sheet of the
municipality, adopts programs of the work and financial programs of municipality
departments and public agencies within the competency of the municipality,
supervise the work and adopts reports on execution of the budge, decide the way
of control of municipal budget and performs other activities determined by the law.
President of the Council is in charge of preparation and proposing of the agenda
for the municipal council meeting according to the priorities of the Municipality,
approves or give back proposed decisions, materials, justifications and analysis
needed for policy and decision-making process. Coordinate and work with the local
government administration and the Mayor on verification of Municipal’s main policy
priorities and check the effectiveness in implementation.
As members of the council represent local citizens, creating good links to the
community, transparency and improved participation of the citizens in decision
making process is also high on the priority of the President activities. Technology
tools for innovative citizens participation, transparency in decision making policies
as well as consultation and feedbacks from citizens are high on the agenda I
represent.
During my Presidency, I was directly involved in the following projects:
– development strategic plan for the municipality based on the SDGs, focusing on
localizing SDG goal 11 and following established indicators;
– transparency in budget reparation, financial plans for revenues and expenditures,
participatory budgeting with citizens initiatives and proposals, creating IT and WEB
tools for financial transparency,
– technology improvements in measurement and monitoring progress of execution
of the adopted programs and reports of achievements,
– using tools to support programs and activities link with the Municipal strategic
goals, thus avoiding mismatching and “blind flying”,
– supporting and promoting new technology, data sharing and analysis for
improved results monitoring using not only internationally recognized indicators, but
also interactive tools for evaluation of citizen satisfaction of the services delivered
on local level,
– stimulating active citizen engagement and participation using new technologies,
– stimulating IT and GIS analysis and data processing in all areas of decision
making, predominantly in Urban Planning. Most important decisions of irregular
urban plans were done with evaluation completed by using digital data processing
to disclose the legal gaps and non-respected parameters,
– Identifying weak municipal financial management and financial reporting, with the
support of UN and Swiss Cooperation Agency I created technical specification for
an IT tools for preparation and presentations of financial plans, budget preparation
and execution, comparation of financial results and citizens initiatives in municipal
finances. The interactive web tool is developed and operational
– Active member of the project for Empowering of the municipal councils,
– President of the thematic working group on financing and budgeting local
governments
– Working group member for the next stages of decentralization in sept. 2019 and
preparation of draft policy recommendations for further decentralization
– Active member of the working groups for gender responsible budgeting by OSCE,
UN Woman and lobby group by ZELS.
